In the wake of the Agrii communication — and people weren't kidding about the communication skills there — and the apparently inevitable excursion into space, the Soldier is making use of his time by combing through the ruins looking for potentially useful equipment. The weapons had been interesting yet disappointing as well; he considered himself something of a weapons expert, but the gun's workings had escaped him, even with the knowledge from the Atroma added to his own base skills.
He's definitely not happy about that.
To work out the frustration — from that, and from this whole Agrii situation — he's out and about the run-down city: exploring, scavenging, and yes, pushing himself into as much of a workout as can be had in the landscape. Occasionally something might catch his eye, or perhaps your character is more the sort to try to flag him down.

Reading facts off a museum exhibit and actually remembering that life are two different things. Bucky Barnes is still a stranger to him.

And the Winter Soldier was definitely the worst part of Bucky Barnes to have to deal with. Not that Tommy did often. Mostly he involved anyone who did he Stars and Bars routine, but you work with the guy on an op or two after he gets his life under something like order and the uneasiness set in. The man out of time, but the one that would snipe people.
“You’re not gonna go all ‘rreeegh shoot’ on people, right? Because I don’t wanna have to explain to Cap that I had to kick your ass. It’s not considered a polite hello.”

He is his own person. He doesn't care if others like that fact or not. "I am not the man who calls himself Winter. I am the Soldier." A name, he's been told, that isn't a name at all; it's barely a designation. But it is his, after he gave up claim to the scraps of anything that might have been a name simply because another man wanted it instead.
He doesn't bother to hide the way he assesses his companion, matching words to stance, reading what he can of body language. Threat assessment, a long-ingrained habit and one that's served him well. "If something gives me cause to defend myself, I will. I do not invite violence where it serves no purpose."

“Cool. Because so not down on assassins. Rather have not that,” he sighs, fingers carding through Snow White hair.

"It is among my skill set," he confirms; he has no reason to hide it. "Did you need someone assassinated?"
It's not a serious offer, but he does deliver it with the utmost seriousness: blank face, flat voice, everything of the weapon that HYDRA created, just to see what the other man will do.
