It wouldn't be hard to find Keith... or maybe it would. It was hard to see white armor in the fog. But that's what he had, and it helped him to be more protected from zombie bites. So, even if the powered functions of the armor weren't working, he was wearing it. The lighting wasn't on, but it didn't matter at this point. The main thing about not having it work was that he couldn't use his bayard, so he had no weapon.
But, hey... you know what made a good weapon? Construction supplies. He and Lance had been fixing up the house they'd claimed for themselves, so Keith had gotten a length of 2x4 board, about the length of a bat, and he hammered several nails into one end of it to make it into a more effective weapon. A board on it's own was pretty good, but adding something akin to spikes? Made it work better. Especially in the case of zombies needing to have their heads destroyed.
So, Keith could easily be found out and around town in various locations. He was beating up zombies, rescuing people, offering to escort them to safety, whether that be to the mines or some other safe location in town. He couldn't offer teleporting at this point because the fog was making it so Kosmo, his large blue cosmic wolf, couldn't actually teleport anywhere.
But Keith was definitely willing to escort and defend anyone who needed it.
That said, though, his endurance wasn't up to his usual full status. He was tiring out faster, feeling the hits he might take a bit more than usual, and was having trouble with realizing people or zombies were nearby or where they were. The storm dulled his senses and affected some of his abilities that relied on his quintessence abilities. It was easy for him to get overwhelmed or caught up in something he might not be able to get out of... He could use some help sometimes, even with his best efforts.
Mines
While running back and forth escorting people to the mines for safety, Keith occasionally would take some down time before heading back into town to rest up. He usually spent this down time at the barricade that Gladio had built keeping watch just in case someone needed help getting inside if they arrived on their own. He wasn't feeling super talkative, but he wouldn't turn down some company as he kept watch while resting up.

The zombies were inside and that’s no good.
So he bolts, dipping and ducking under zombies until he could get a few stories down. Keep going, get safe. It takes some work, using some of Richie’s stupid cleaning spray to ward them off, but one manages to grab his wrist. Mechanics whine at the pressure as he pulls and tries to escape. Wires and hardware come undone, but York gets some spray off into the zombie’s face and gets out of the hotel into the fog.
And York runs.
Absolutely bolts, holding his damaged left wrist in his hoodie pocket. Until he slams into someone wearing white and crashes backwards on his own ass.
"Shit!" is the first thing he yells, trying to logically discern which way he needs to go to get somewhere safe. Was that an armored zombie?!

He was not expecting a hit like that to be a kid... it had felt heavier. But, either way-... and then it clicked. He'd met this kid before.
"Woah! Hey..." He turned to face him fully now, putting out his free hand to keep the kid from running off, but then he saw the approaching zombie coming for them. At least it wasn't a swarm for this moment. "Stay put." He jumped past the kid, using his makeshift weapon to take out the approaching zombie.
So, no... zombies aren't wearing armor... at least, not this armor. They might start now, though, because of Keith's history...

At least he stays put, only turning over to sit up on his knees while watching the guy in his armor take out the nearest zombies. While Keith is busy doing that, York runs diagnostics on his wrist. A quick reroute of power to put it offline for the moment, and there's the grinding of metal against metal as he pushes the joint back into place. The skin mesh is torn, but that was becoming standard at this point it felt like.
A glance at the wolf, and the android moves over to the hound, thinking more protection was a good idea while Keith did Keith things.

The smaller group, though, wasn't hard to take care of, at least, and Keith was able to take down enough of them to give the two of them a break so they could get moving again. He lowered his makeshift weapon and turned back to York.
"You alright?" This time, when Keith put his hand out, it was an offer for York to stand.

"For the most part? Yeah, I can function without assistance, but I'll need to get my hand repaired. Which is probably better to wait for a safe place instead of being out in the open." The extended hand gets looked over for a long moment, then he grabs it with his own good hand and uses it to pull himself upright again. "Thanks. You seem okay? Not sure where someplace safe would be with all this shit."

"There's probably tools and stuff that we can use in the hangars," Keith offered. "It would be a pretty defensible place for the time being. If we have to retreat further, we can go into the ships."
