Even if all the He Rows had weapons, not everyone knows how to use them. And even if people don't have weapons, they can hurt each other pretty good without them if they really wanted to. It isn't something so simple that you can just say yes or no to.

That's understandable too. Sometimes, when you've been really used to something for a long time, when changes come, they can be so different that they're scary. It's harder for some to accept and get used to than others. I hope the ship's being helpful to you though. That's what it should be.
