If there are particular rules to setting up a new temple, Cal certainly isn't aware of any. With the likelihood of more Jedi appearing being just as unknown as discovering any potential Force wielders, having a temple just for not even a handful of Jedi seems extravagant.

"I don't see why not. The Jedi are meant to help others, not to be shut off from them. I think visiting Coruscant has reminded us a lot about that."
