Billy does find Radley laid back by comparison to people he does know. The inferno his sister could be, the brick wall that Harrington was, the clusterfuck that Munson was, and all sorts of people from his own world. Radley was absolutely chill by those standards. Billy bets that the guy probably gets along with Robin really well.
