Radley, of course, can't ignore a scream for help. He runs for the building and inside. "Hello? What's wrong?"

He makes a face of mixed disgust and horror at the substance on the floor. Blood?

When he finds the communication device, he suddenly realizes what's really happening. At the sound of the giggle, anger flames in his eyes. He looks up with a start at the new sounds and light, sees the infamous melting ghost, and doesn't even have a chance to yell before the door slams shut.

He looks around in horror, holding an arm to his face. He's still holding the communication device. From the pattern of past crimes, it probably belongs to someone innocent. He'll hang on to it. He gets out his own communicator and tries sending a video. "Hello? There's a fire at Green-14...." Coughing. "It's spreading fast. If anybody's around ... help...."

Will it even go through? Probably not. He looks around again, desperately, his eyes watering. Will he get out of this?

Probably not. But he's not giving up yet. He looks around for something he can use to try to knock a hole in a wall or bust open the door.
