Tony had wanted him to stay... That's a surprising development, or maybe not that surprising. Whatever Tony's deal is, Leo isn't surprised that he still cares about Donnie to some extent. Even if he's stupid and probably not worth Donnie's time...

"The mines are alright. Gladio built a barricade to keep anything out. I've been going back and forth for supplies and to help people where I can." He sighs. "I guess we just kept missing each other..."
