Normal storms form and build from shifts in temperature and the atmosphere, but what you're saying sounds like this thing is deliberately traveling around this planet.

Te Mi, tell your people that if they want to help us get to the bottom of this Storm puzzle, we'll need more accessibility and control of the shuttles. Limit them to Agra Ten if they won't trust us with anything more, but we need a better way to explore and to track this movement, to see if we can better determine a source.

If we can figure out the safest distance that we can approach it, we can at least see where it goes, study how it moves, what it actually looks like...
