This sounds like the sort of corporate shenanigans he's used to hearing where he's from, so none of the actions of this Empire or the Kaminoans surprise him, even if he finds them personally objectionable. The Empire sounds like they're trying to be efficient about spent resources, and the Kaminoans want to continue utilizing their own facilities and specialized research in order to stay relevant to their customers. Dustin can understand where they're both coming from.
