"Power first," he decided, because that was going to change the landscape anyway, and either reveal some helpful tools or offer them options to build their own, so it might not have been worth exploring the options yet. And he clearly wasn't interested in debating that decision, because he quickly continued, "What if he did? Shoot. What's the move?"
